Planning permission: usually not required
For most detached, semi-detached and terraced houses in England, converting an existing attached or integral garage into habitable space does not require planning permission. You are changing how an enclosed space is used rather than enlarging the building, and that generally falls within permitted development.
Your property is listed; it sits in a conservation area and the work changes the external appearance (replacing a garage door with a window, for example); the original planning consent carried a condition requiring the parking to be retained, which is common on newer estates; the property is a flat; or permitted development rights have been removed by an Article 4 direction.
The condition on newer estates catches people out more than anything else. It is worth pulling up the original planning consent for the development before you commit to a design — we do this as part of the survey.
Building Regulations: always required
This is the part people underestimate. Converting a garage to habitable use is a material change of use, and Building Regulations approval is required regardless of the planning position. The relevant parts are:

The certificate matters more than you think
At the end of the process the building control body issues a completion certificate. Keep it. When you come to sell, your buyer's solicitor will ask for it, and an unregularised conversion is a routine cause of delayed or renegotiated sales. Regularising work retrospectively is possible but slower and more expensive than doing it properly the first time.
The practical work involved
A garage floor typically sits 100 to 150mm below the internal floor level of the house and has no damp-proof membrane. Bringing it up means a new membrane, insulation and a screed or floating floor — which raises the floor and eats into your ceiling height, something worth knowing before you plan a golf bay or a rack.
The garage door opening is usually infilled with a new insulated wall, often with a window. Where the wall above is masonry, the existing lintel may be adequate; where it is not, structural work follows. Walls are typically single-skin and need insulating and lining. And services — power, lighting, heating, data, sometimes drainage — have to be brought across from the house.
Who handles it
On our projects we deal with the Building Regulations application, arrange the inspections, coordinate the certified electrical work and hand you the completion certificate along with the warranties and manuals at handover. Where planning permission or listed building consent is genuinely needed, we say so at the first visit rather than at the point the design is finished.
